The Fallen jade provides effects such as Max HP, Attack, and Damage Reduction, but this comes with a risk: there is a chance of receiving negative stats or additional damage.
On the other hand, the Ascension jade grants effects similar to Potential for Verdure, Blood Moon, Dream, Dimensional, and Otherworldly Dragon Jades, and also provides bonus stats without any negatives.
